Bids for the construction contract for this project were received on March 22, 2019. The Village Board will review this project's construction management contract with Nicholas and Associates at the April 3, 2019 Village Board Meeting. View the Village Board Agenda [posted March 29, 2019].

At the December 11 Village Board Meeting, the board received an update on the status of the Fire Station relocation project, including updates on the interior design and budget.

September 2018 | Open House, Committee of the Whole & Preliminary Elevations
At the September 25 public Open House, the public to toured the building and viewed conceptual floor plans, elevations, and renderings of what the renovated Rand Road property might look like as the Village's new Fire Headquarters/Station 13. Information on the financing plan was also available. In addition, a portion of the Open House was dedicated to the progress that has been made on the new Police Headquarters project that will be located at 799 Biermann Court (911 E. Kensington Road).

August 2018 | Bond Parameters Ordinance - Series 2018B
On August 21, 2018 and September 4, 2018, staff presented the Village Board a bond ordinance which permits the issuance of $39,850,000 of general obligation bonds. Proceeds from the bond sale will fund the construction and equipping of separate Police (911 E. Kensington Road) and Fire Headquarters (111 E. Rand Road) and to refund Series 2009, Series 2009B and Series 2009C bonds. The portion of the bond amount used for the refunding is $4,050,000. Details on the bond ordinance are available in the September 4, 2018 memo to the Village Board. This is the second bond ordinance related to the Police and Fire Relocation, with the first Bond ordinance (Series 2018A) completed in April 2018.

The Village closed on the real estate contract for 111 E. Rand Road on Friday, August 17, 2018.
July 2018 | Architect & Construction Management Selection
On July 17, 2018, Williams Architects was selected by the Village Board to provide architectural services to design the new fire station and headquarters at 111 E. Rand Road, in an amount not to exceed $498,000. View the Village Board memo.Also on July 17, 2018, the Village Board voted to enter into a construction management contract with Nicholas & Associates for the new fire station and headquarters at 111 E. Rand Road. Nicholas and Associates does not charge a preconstruction fee. The total fees estimated for the construction management portion of the project are $541,810. The memo to the Village Board includes a breakdown of these costs as they compare to other proposals the Village had received.

May - June 2018 | Request for Proposals
Request for Proposals (RFPs) were released on May 25, 2018, for Construction Managers (CM) and Architects for the 111 E. Rand Road property for the adaptive re-use of the existing building for a new Fire Headquarters and Station 13. All selections made during this process were presented to the Village Board on July 17, 2018, for review prior to approval.

On May 15, 2018, the Village Board approved an ordinance authorizing the acquisition of property located at 111 E. Rand Road for the purposes of a future Fire Station 13 and Fire Department Headquarters. View the May 15 memo to the board
April 2018 | Bond Parameters Ordinance - Series 2018A
On April 17, the Village Board voted to approve an ordinance approving the issuance of $12,100,000 of general obligation bonds. A portion of the proceeds ($5 million) will fund infrastructure projects in the Village's water and sewer utility system. Payment on the water/sewer related debt will come from the Village's utility fund. The balance of the bond proceeds from this issue will be used to fund land acquisition related to relocation and construction of a new Police Department Headquarters (911 E. Kensington Rd), Fire Department Headquarters/Station 13 (111 E. Rand Road) and for capitalized interest. Details of this bond issuance is included in the April 17, 2018 memo to the Village Board.
April 2018 | Space Needs and IFC Studies Presented to the Village Board
In the 2017-2018 Strategic Planning process, the Village Board unanimously voted to prioritize the public safety building located at 112 E. Northwest Highway as its Top Priority Target for Action. The Space Needs Study and plan for future action to relocate both Police and Fire headquarters was presented to the Board at a Committee of the Whole meeting on April 10, 2018. The Illinois Fire Chiefs Association Station Location Analysis was also presented on April 10. View the memo and supporting documents from this meeting.
March 2018 | IFC Station Location Study
The Illinois Fire Chiefs Association (IFC) created a Station Location Analysis report for the Village, which contains findings on an ideal station location should Station 13 be relocated. By using nationally recognized and accepted standards for data collection and analysis, the report findings allow the Mount Prospect Fire Department to make non-emotional, data-driven decisions and recommendations. Historical data was used to measure the Mount Prospect Fire Department's emergency services performance and compare it to National Fire Protection Association standards, ISO standards, and Center For Public Safety Excellence recommendations. These measurements were also applied to fire station relocation scenarios. Here is the complete Station Location Study.
The Illinois Fire Chiefs Association summarized the importance of response time and station location for the Village of Mount Prospect in this presentation, which was presented at the Public Open House on March 27. This presentation contains findings from the Station Location Analysis report.
2016 - 2018 | Space Needs Analysis Report
The Village has been taking steps to evaluate the condition and suitability of the existing Fire/Police Headquarters at 112 E. Northwest Hwy since 2007, and the Village Board made this project a Top Priority of the Village’s Strategic Plan. In 2016, FGM Architects was retained to complete a review of the existing public safety building and determine current space needs for the Police and Fire Departments. This document has been key in identifying deficiencies in the current police headquarters as well as detailing what is needed in a new facility.
