E-Bikes, E-Scooters, and E-Motos

As e-bikes, e-scooters, and e-motos have become a popular practical transportation alternative and a fun recreational option, the Village of Mount Prospect wants to assure that our community rides safely. It is essential that all riders and their families understand and comply with the Illinois laws and local traffic regulations to ensure everyone is safe. Please review the information below to learn more about use of E-bikes, E-scooters, and E-motos; or click the link HERE to access the Village code section on these transportation devices.

General Rules and Penalties

Reckless Operation: Operating any of these devices with conscious disregard for safety is prohibited and can result in impoundment.

Modifying Speed: You cannot knowingly modify an e- bike, low- speed e-scooter, or e-scooter to change the manufacture’s speed capability, nor can you operate one that has been altered.

Parent/Guardian Responsibility: Parents or legal guardians can be fined for knowingly allowing a minor (under 18) to violate any part of this ordinance.

Fines & Impoundment: Violations can result in fines not less then $75.00. Devices may be impounded for DUI, reckless operation, or repeated violations requiring a $150.00 administration fee for release. For a complete list of rules and the “Walk Your Wheels Zone” map visit the Village website.

Electric Bikes (E- Bikes)

E-bikes are classified by their top- assisted speed:

Class 1 & 2 (up to 20 mph)
Class 3 (up to 28 mph)

Age Requirement
Operators of Class 2 and Class 3 e-bikes must be 16 or older. Unless accompanied by a parent or legal guardian.

Safety & Equipment
When riding at night, e-bikes must have a white front lamp (Visible from 500 ft) and a red rear reflector or lamp. Class 3 e-bikes must also have a speedometer.

Passenger Rules
You cannot carry a passenger unless the e-bike is specifically designed for more that one person.

Where To Ride

Class 1&2 E-Bikes are allowed on village roadways, bike lanes, and shared-use paths. Class 3 e-bikes are allowed on roadways and bike lanes only.

Sidewalks Are Prohibited
All classes of E-bikes (1, 2, and 3) are prohibited from use on the sidewalks, unless directed by a Village bikeway sign or to access the pedestrian signal push button at signalized intersections.

Low Speed E -Scooters & E Scooters

Low-speed e-scooters travel to 10 mph. E- scooters travel 10 to 20 mph. Any e-scooter capable of over 20 mph is prohibited on Village property

Where To Ride
Both are generally permitted on roadways (speed limit of up to 35 mph) bike lanes, and shared-use paths. They are also allowed on sidewalks, except in downtown “Walk Your Wheels Zone.”

Safe Operation
Always operate in a safe manner, yield the right of way to pedestrians, and keep at least one hand upon the handlebars.

Age Requirements
Operators must be 16 or older to ride a low- speed e-scooter or e- scooter, unless accompanied by a parent or legal guardian.

Prohibited Actions
It is unlawful to:
1. Carry any passengers.
2. Use a cell phone or similar device while operating
3. Operate while under the influence of alcohol/drugs (Considered a DUI)

E-Motos

E- Motos are electric- powered devices with a throttle and motor exceeding 750 watts. These are treated like other motor vehicles.

Safety Gear
The operator and any passenger must be protected by glasses, goggles, or a transparent shield (like a face shield)

Essential Equipment
The vehicle must have all Illinois-required equipment, including a headlight, taillight, turn signals, horn, speedometer, at least one rearview mirror, and brake lights.

Where To Park
E- Motos must be parked in a designated motor vehicle parking spaces and are prohibited from parking on sidewalks or pedestrian walkways.

Required for Road Use
To operate an e- moto on a Village roadway, the operator must have a valid state registration, liability insurance, and a valid driver’s license with the required classification.

Prohibited Areas
E-Motos that do not meet the above requirements are prohibited from being operated on all
Village roadways, sidewalks, public parking lots, parking decks, or village property.
