Single Family Rehabilitation Program
The Village offers the Single Family Rehabilitation Program to assist qualifying residents to correct code violations, health or safety hazards, deficiencies in the home, and to complete weatherization improvements. Funds are provided through the Community Development Block Grant (CDBG) program, allocated to the village by the U.S. Department of Housing and Urban Development (HUD).
Applicants must meet residency, ownership and income requirements to be eligible for the program.
Please note that rehab work completed outside of the program is not eligible for reimbursement.
0% Interest Loan
This program provides an interest free loan up to $25,000 that requires no monthly payments, and are paid back upon change of title or sale of the home. Loans can be used to correct code violations, replace old furnaces and water heaters, increase energy efficiency, make improvements for disabled persons, and more.
Home Weatherization Grants
This program provides a matching 50% grant up to $1,500. Grants can be used to install wall, floor and attic insulation, storm windows and doors, energy-efficient furnaces and water heaters, and more.
Application Process
Mount Prospect residents who own and occupy their home, income qualify, and do not exceed 80% debt-to-value ratio, are eligible to submit an application. Additional information such as copies of tax returns, paychecks, mortgage statements, and bank accounts must be submitted.
Once the application is approved, an inspection of the home is conducted by staff with the homeowner. This inspection helps identify code violations and repairs that need to be completed. A specification list is developed by staff and reviewed by the homeowner. Registered contractors will then bid on the project. The lowest, most responsive bidder is awarded the contract.
Work is performed on the home, and upon completion of work and approved inspections, the Village pays the contractor directly.

Attention General Contractors
The Village pre-qualifies general contractors for availability to bid on rehabilitation projects. All general contractors who seek the addition of their names to the Village’s approved contractor list should contact Michelle Hill at NWHP at michellehill@nwhp.net or 847-969-0561.
The Village treats all potential contractors fairly and equitably but does have the authority to refuse contractors who do not meet the required minimum standards.
