The Village of Mount Prospect, Illinois, is seeking statements of qualifications from experienced development
teams interested in partnering with the Village on the redevelopment of a 2.15-acre property at the
southeast corner of Busse Avenue and Emerson Street,  known as the “Busse and Emerson Site.”

The Village seeks to identify a highly qualified development partner with demonstrated experience in forsale
residential development; adaptive reuse of existing buildings for residential purposes; mixed use development; and the development and leasing of high-quality retail/restaurant/entertainment uses on an expedited basis.

Recently acquired by the Village, elected officials and staff envision the property as a transformative mixeduse
redevelopment and signature addition to Downtown Mount Prospect. The selected development partner
will work collaboratively with the Village to evaluate redevelopment alternatives and refine a development
program that advances the Village’s land use, economic development, design, housing, and fiscal objectives.

The RFQ is intended to select a development partner based primarily upon the qualifications, experience,
financial capacity, demonstrated track record, and overall creativity of the development team. Respondents
are not being asked at this stage to submit a final or binding development proposal, purchase price, project
pro forma, or request for Village assistance.

The Village previously issued a Request for Proposals (RFP) for the 2.15-acre property in May 2025. After reviewing the responses received, the Village Board determined that the proposals did not sufficiently deliver the mix of uses and development components sought through the original solicitation. Rather than select a proposal that did not fully advance the Village’s objectives for this prominent downtown site, the Village elected to conclude the RFP process and pursue a qualifications-based approach.
