A Letter from Village Manager Michael Cassady Concerning the Prospect and Main Joint Review Board

Message from Village Manager Mike Cassady,
I have seen a lot of social media traffic about the Prospect and Main TIF Joint Review Board meeting scheduled for 4:00pm, November 5th in the Village Board room. There has been some miscommunication regarding the duties and responsibilities of the Prospect and Main Joint Review Board (JRB). An initial post on a private Facebook group incorrectly suggested the “JRB was to discuss/decide funding agreement for schools, etc.” I wanted to provide some factual information on the narrow focus of the JRB, which is established by State law.
In our case, the makeup of the JRB are staff members from the Village, District 57, District 214, the Mt. Prospect Park District, Cook County and Harper College. Additionally, Elk Grove and Wheeling Township participate on the JRB along with a Public Member. The annual meeting of the JRB has one vote: to approve the minutes from the previous meeting. The only other items on the agenda are for the Village to report out the status of the redevelopment project area and the effectiveness of the TIF. JRB members are able to ask questions and request information from the Village. The members are then able to provide their respective elected Boards an update on the TIF. Below is a paragraph from our Village Attorney on the JRB duties along with a link to the Statute:
The Joint Review Board (“JRB”) is a public body created by State law that reviews TIF districts, both when proposed and then annually during the life of a TIF district. State law sets the membership of the JRB as representatives from the Village and from the affected school districts, park districts, townships, counties and fire protection districts. The JRB has no decision making authority and its only role is to provide input on proposed TIF districts and the effectiveness of existing TIF districts. State law says that once a TIF district is created, the JRB meets annually to review the effectiveness and status of the TIF district. At the annual meeting, the JRB takes no votes on the TIF district and instead listens to information provided by the Village regarding the status and effectiveness of the TIF district.
