What’s the Latest?

A Neighborhood Meeting was held on October 30th at Lincoln Junior High School. The purpose of the meeting was to discuss the results of the final traffic study and for the Village Board of Trustees to decide whether the speed humps should remain or be removed. After input from residents and Village Staff, the Village Board of Trustees decided to remove the speed humps. The significant shift in traffic onto other neighborhood streets, the impact on emergency vehicle response, and aesthetics were all factors in their decision.

However, before removing the speed humps, it was agreed by the Village Board of Trustees that an alternative plan should be developed to replace the current traffic calming measures. As a result, the Engineering Staff was directed to come up with other options to address the traffic concerns along See-Gwun Avenue while minimizing the impact on surrounding neighborhood streets. In the interim, until an alternative plan is decided on, the speed humps will remain.

Decisions on next steps will take place in 2008. Village Staff will keep the public informed as this topic progresses. Stayed tuned for more details.

Summary

Per the direction of the Village Board of Trustees, the Village has installed speed humps along See-Gwun Avenue between Lincoln Street and Golf Road in 2006. While the Village has completed other traffic calming* projects, this is the first one involving speed humps. As such, this project has been labeled a “test project.” The purpose of the project is not only to respond to the speeding concerns raised in a recent petition but to determine if the use of speed humps are an acceptable measure to be considered on other streets in the Village.

No other streets in the Village will be considered for speed humps at this time.

Speed Humps 101

A speed hump is a rounded raised area of pavement whose primary purpose is to reduce the speed of vehicles traveling along the roadway. They are typically 14’ in length, 3” in height and span the entire width of the street. As opposed to speed bumps that are abrupt and force you to almost stop before going over them (typically seen in parking lots), speed humps can be safely driven over traveling 15 mph. Speed humps have been used by other communities in the Chicago area and by many cities in the United States as a deterrent to vehicle speeding.

Studies have shown that a single speed hump, however, will only affect vehicle speed a couple hundred feet before and after the speed hump. That is why in order to be effective along the entire street, they must be installed in series. As part of the plan for See-Gwun Avenue, the Engineering Staff has designed seven speed humps over the stretch between Lincoln Street and Golf Road in an effort to regulate vehicle speed along the entire street.
