October 4, 2005 Village Board passes resolution to hold a Public Informational Meeting explaining the TIF procedures that will be used for Amendment #3. Public meeting date is set for October 26th.

Interested Parties Ordinance is also passed by Village Board, which establishes a registry for all those individuals interested in receiving information about updates to the redevelopment project areas in the TIF.

October 10, 2005 Public Meeting notices are sent to residential addresses and taxpayers within TIF and to taxing districts and any interested parties.
 
October 26, 2005 Public Meeting is held at Village Hall to review TIF “basics”.
 
November 14, 2005 Draft TIF Plan Amendments and Eligibility Report put on file for public review at Village's Clerk's office and could also be viewed here.

December 6, 2005 Village Board approves TIF Public Hearing resolution that authorizes time and place for the public hearing concerning the draft TIF Plan and Eligibility Report. The resolution also authorizes KMA (Village Consultant, working on Amendment #3) to prepare additional notices as required by the TIF Act.
 
December 19, 2005 Notice of Public Hearing sent to affected taxing districts, IDCEO, and interested parties. The notice also includes the time and the place of the Joint Review Board (JRB) meeting for the proposed TIF district, as well as draft copies of the amendments to the TIF Plan and Eligibility Report.
Interested Parties notice also sent to residential addresses within 750 feet of proposed boundaries of the proposed TIF District.
 
January 4, 2006 First meeting of the Joint Review Board held for the proposed TIF District amendments. The JRB reviewed the documents and proposed ordinances regarding the proposed TIF District.
 
January 16, 2006 Village published Notice of Public Hearing and sent Notices of Public Hearing to all property taxpayers of record and residential addresses in the proposed TIF district.
 
February 7, 2006 Village held a public hearing for the proposed TIF district amendments. Any interested person or affected taxing district could have filed written objections or be heard orally in this forum.
 
August 15, 2006 Village Board introduced and adopted ordinances for the proposed TIF district amendments necessary to amend the TIF Plan, amending the Redevelopment Project Area, and confirming tax increment financing.
 

Immediately after passage of the ordinances amending the boundaries of the TIF district, the Village Clerk transmitted the ordinances to the County Clerk. The County Clerk will determine the most recently ascertained equalized assessed value of each parcel of real property in the amended areas of the TIF district, as well as the "total initial equalized assessed value" of the taxable real property within the TIF district and provide a written certificate stating the TIF "base" EAV for the amended areas of the TIF district.
