Chapter 5: Implementation Program

The front page of Chapter 3 presents the Mount Prospect Vision Statement, written for the 2007 Update of the Plan. The vision statement identifies how Mount Prospect sees itself in the future. This serves as the foundation of the goals and objectives in the Comprehensive Plan.

To effectively reach the Vision for the Village, the Mount Prospect comprehensive planning program must respond to the special needs, values, and desires of local residents. Goals and objectives provide this specialized guidance. In essence, these transform collective community values into strategies which will be implemented through the Implementation Program in Chapter 5. Implementation strategies may be action items, coordination items, and/or require further intensive study.

Goals and objectives each have a distinct and different purpose in the planning process:

  • Goals: general aims of the community that describes desired end situations toward which planning efforts should be directed. They are broad and long-range. They represent an end to be sought, although they may never actually be fully attained.

  • Objectives: describe more specific purposes which should be sought in order to advance toward the overall goals and ultimately the Vision of the Village. They provide more precise and measurable guidelines for planning action.
