Illinois Department of Commerce and Economic Opportunity (DCEO):

The state offers programs to augment conventional sources of financing to help with relocations and expansions. The programs encourage investment in distressed areas, small business start up, minority ownership, high tech seed money, and many other opportunities to strengthen and diversify the Illinois workforce.
